Rebuilding Syria: Beyond Infrastructure
Return - but where to?
Rebuilding Syria after years of war is not just about houses and roads. It goes much deeper. It involves rebuilding institutions, restoring trust between people, and dealing with the heavy social and psychological impact of the conflict.
The idea of “liberation” in Syria shows that it can also mean massive destruction, global exploitation, and an uncertain future. So the question today is not only how to rebuild, but what rebuilding actually means: Is it about fast investments and construction projects? Or about creating a fair political system that people can trust again?
Large-scale return of Syrians remains unclear. Are the conditions really there? After years of war and exhaustion, are people able — or even expected — to return? Many Syrians abroad, especially in Germany, face difficult choices: return, contribute from outside, or stay where they are.
At the same time, there is a clear contradiction in Germany: Syrians are often framed as a burden, while the economy depends on their skills and labor. This contradiction is not neutral, it shapes real outcomes, influencing whether people stay, return, or are pushed out socially and economically.
In the end, reconstruction is not just a technical task. It is a huge political and social process. It raises deep questions.
The panel will not resolve these hard questions, but it might make them harder to ignore.

إعادة بناء سوريا بعد سنوات من الحرب ليست مجرد مسألة إعادة بناء بيوت وطرق، بل هي أعمق بكثير. إنها تتعلق بإعادة بناء المؤسسات، واستعادة الثقة بين الناس، ومعالجة الآثار الاجتماعية والنفسية الثقيلة التي خلّفها الصراع.
فكرة “التحرير” في الحالة السورية تُظهر أنه قد يعني دماراً هائلاً، واستغلالاً دولياً، كما مستقبل غير واضح المعالم.
لذلك لم يعد السؤال اليوم فقط كيف نعيد البناء، بل ماذا يعني إعادة البناء أساساً؛ هل هو استثمارات سريعة ومشاريع إعمار؟ أم بناء نظام سياسي عادل يمكن للناس أن يثقوا به؟
عودة السوريين على نطاق واسع ما تزال غير مؤكدة. هل الظروف مهيأة فعلاً؟
بعد سنوات من الحرب والإرهاق، هل الناس قادرون، أو حتى متوقع منهم أن يعودوا؟
كثير من السوريين في الخارج، خاصة في ألمانيا، يواجهون خيارات صعبة: هل يعودون، أم يساهمون من الخارج، أم يبقون حيث هم؟
في الوقت نفسه، هناك تناقض واضح في ألمانيا: يُصوَّر السوريون أحياناً كعبء، بينما يعتمد الاقتصاد أيضاً على مهاراتهم وعملهم. هذا التناقض ليس محايداً، بل يؤثر على الواقع، ويُسهم في تحديد ما إذا كان الناس سيبقون، أو سيعودون، أو أن تهميشهم اجتماعياً واقتصادياً هو الواقع..
في النهاية، إعادة الإعمار ليست مهمة تقنية فقط، بل هي عملية سياسية واجتماعية ضخمة تطرح أسئلة عميقة.
نقاش اليوم لن يحلّ هذه الأسئلة الصعبة، لكن الهدف أن يجعل تجاهلها أصعب.

Today, she lives in Berlin as an author and West Asia expert. Since September 2024, she has been hosting the event series "Zeit zu reden" in Berlin.
